स्वातंत्र्याच्या अमृत महोत्सवी वर्षात राज्य सरकार सरळसेवा कोट्यातील 75 हजार पदांची भरती करणार आहे. 15 ऑगस्टपूर्वी ही पदे भरली जाणार असून सर्व जिल्हा परिषदांमधील ‘गट-क’ संवर्गातील 18 हजार 939 पदे एकावेळी भरली जाणार आहेत. त्यासाठी शासनाच्या औद्योगिक प्रशिक्षण संस्था, तंत्रनिकेतन व अभियांत्रिकी महाविद्यालयातील संगणक प्रणाली भाड्याने घेतली जाणार आहे. आयबीपीएस व टीसीएस या खासगी कंपन्यांद्वारे ऑनलाइन परीक्षा घेतली जाणार आहे. 10 एप्रिल रोजी राज्यातील बेरोजगारीवर प्रकाशझोत टाकला होता. त्यानंतर 12 एप्रिलला ग्रामविकास विभागाने राज्यातील सर्वच जिल्हा परिषदांच्या मुख्य कार्यकारी अधिकाऱ्यांसाठी स्वतंत्र आदेश काढले आहेत. 16 मार्च 2023 च्या शासन निर्णयानुसार, 31 डिसेंबरपर्यंत जिल्हा परिषदांमध्ये सरळसेवेच्या भरतीसंदर्भात प्रसिद्ध होणाऱ्या सर्व जाहिरातींकरीता उमेदवारांची वयोमर्यादा दोन वर्षांनी शिथिल केली आहे.
तसेच मार्च 2019 च्या जाहिरातीप्रमाणे यापूर्वी अर्ज केलेले सर्व उमेदवार देखील परीक्षा देऊ शकतात, असेही आदेशात म्हटले आहे. दरम्यान, ‘आयबीपीएस’कडून उमेदवारांसाठी ‘ॲप्लिकेशन पोर्टल’ विकसित केले जात आहे. त्यासंबंधाने पुढील काही दिवसांत सर्व जिल्हा परिषदांना त्यांच्या पद भरतीसंदर्भातील जाहिरातीचा नमुना, आरक्षणनिहाय रिक्त पदे, वयोमर्यादा, शैक्षणिक अर्हता, याची माहिती कंपनीला द्यावी लागणार आहे.
राज्यातील सर्व जिल्हा परिषदांनी त्यांच्याकडील पदभरतीसंदर्भातील संक्षिप्त टिप्पणी तायर करून पदभरतीबाबत शासनाने केलेली कार्यवाही, जिल्हा परिषदांकडून सुरु असलेली कार्यवाही व पदभरतीची सद्य:स्थिती याची माहिती सर्वांनाच द्यावी. आगामी काळातील परीक्षेचा ‘ॲक्शन प्लॅन’ सर्वांनाच दिसेल, अशा भागात लावावा. उमेदवारांना पदभरतीसंदर्भातील काही माहिती किंवा शंका असल्यास त्याचे निरसन व्हावे म्हणून स्वतंत्र हेल्पलाईन सुरु करावी. परीक्षा होऊन त्या उमेदवारांची नियुक्ती होईपर्यंत हेल्पलाईन सुरुच असावी, असेही आदेश ग्रामविकास विभागाने सर्व जिल्हा परिषदांच्या मुख्य कार्यकारी अधिकाऱ्यांना दिले आहेत.
गेल्या चार वर्षांपासून पदभरती रखडली असताना स्वांतत्र्याच्या अमृत महोत्सवी वर्षात शासनाने 75 हजार पदे भरण्याचा निर्णय घेतला आहे. या पदभरतीसाठी परीक्षेच्या आयोजनाबाबत राज्यातील जिल्हा परिषदांकडून परीक्षार्थींना दिशाभूल करणारी माहिती देण्यात येत असून, ही बाब गंभीर असल्याचे ताशेरे ग्रामविकास विभागाने ओढले आहेत. परीक्षार्थींच्या तक्रारींनंतर ग्रामविकास विभागाने या परीक्षा कशा पद्धतीने होणार, त्याचे आयोजन कोण करणार आहेत, याबाबत सविस्तर निर्देश सर्व जिल्हा परिषदांना दिले आहे.
ग्रामविकास विभागाने 12 एप्रिल रोजी एक आदेश काढून 75 हजार पदभरतीबाबत दिशानिर्देश दिले आहे. सरळसेवा कोट्यातील ही पदे 15 ऑगस्ट 2024 पूर्वी भरण्यासाठी शासन प्रयत्नशील असल्याचे सांगण्यात येते. ग्रामविकास विभागाच्या अखत्यारीतील जिल्हा परिषदेअंतर्गत गट-क मधील आरोग्य व इतर विभागातील संवर्गाच्या पदभरतीचा कार्यक्रम यापूर्वी जाहीर करण्यात आला होता. राज्यातील सर्व जिल्हा परिषदांमधील विविध संवर्गातील एकूण 18 हजार 939 पदे भरण्यात येणार आहेत. करोनामुळे जिल्हा परिषद सेवेत सरळसेवेने अर्ज करणाऱ्या उमेदवारांसाठी कमाल वयोमर्यादेत दोन वर्षे इतकी शिथिलता देण्यात आली आहे. तसेच यापूर्वी अर्ज केलेल्या सर्व उमेदवारांचे अर्ज 31 डिसेंबर 2023 पर्यंत नियुक्तीकरीता प्रसिद्ध होणाऱ्या सर्व जाहिरांतीसाठी पात्र करण्यात आले आहे.
सर्व जिल्हा परिषदांमधील रिक्तपदांची बिंदू नामावली अंतिम करण्याचे काम पूर्ण झाल्याचे ग्रामविकास विभागाने स्पष्ट केले. या परीक्षा टीसीएस, आयबीपीएस या कंपन्यांद्वारे ऑनलाइन पद्धतीने घेण्यात येणार आहेत. त्यानुसार आयबीपीएस कंपनीसोबत बैठक घेऊन एमओयू अंतिम करण्यात आला आहे. सध्यास्थितीत कंपनीतर्फे एमओयूवर स्वाक्षरी करून संबंधित मुख्य कार्यकारी अधिकाऱ्यांकडे स्वाक्षरीसाठी विभागीय आयुक्त कार्यालयास पाठविण्यात आला आहे, असे ग्रामविकास विभागाने परिपत्रक काढून स्पष्ट केले. पदभरती रखडल्याने विद्यार्थ्यांमध्ये असंतोष पसरला आहे, याकडे ग्रामविकास विभागाने लक्ष वेधले आहे. पदभरती संदर्भात जिल्हा परिषदस्तरावर करण्यात आलेली कार्यवाही, ‘अ‍ॅक्शन प्लॅन’ची माहिती कार्यालयाच्या दर्शनी भागात लावावी, शंका निरसन करण्यासाठी हेल्पलाइन क्रमांक सुरू करण्याचे निर्देश ग्रामविकास विभागाचे उपसचिव विजय चांदेकर यांनी पत्रकाद्वारे दिले आहे.
गेल्या चार वर्षांपासून हा प्रकार सुरू आहे. ग्रामविकास विभागाकडून सातत्याने परिपत्रक काढून आदेश दिले जातात. मात्र, पदभरती ऑनलाइन घ्यायची की ऑफलाइन याबाबत कोणतीही स्पष्टता नसते. आतापर्यंत आठ ते नऊ परिपत्रक निघाले. मात्र प्रत्यक्षात पदभरती झाली नाही. त्यामुळे निवडणुकांच्या तोंडावर शासन तरुणांना प्रभावित करण्याठी पदभरतीचे आमीष तर दाखवत नाही ना, अशी शंका येत असल्याची प्रतिक्रिया माहिती अधिकार कार्यकर्ते विशाल ठाकरे यांनी दिली.

All the Zilla Parishads in the state should prepare a brief comment regarding the post recruitment and inform everyone about the action taken by the government regarding the post recruitment, the ongoing action by the Zilla Parishads and the current status of the post recruitment. The ‘Action Plan’ for the upcoming examination should be posted in such an area where everyone can see it. Candidates should start a separate helpline if they have any information or doubts related to the recruitment. The Rural Development Department has also ordered the Chief Executive Officers of all Zilla Parishads that the helpline should remain open until the examination is completed and the candidates are appointed.
